[by TELEGRAPH —PER PRESS ASSOCIATION. WELLINGTON, Aug. 18. THE COUNCIL. Tlie Council met to-day at 2.30 p.m. The Tarifl' Agreement New Zealand and Australia .Ratification Hill, Naval Defence Amendment Bill' and Land Drainage Amendment Hill, were put through the final stages and passed.

The Statute Revisions Committee reported the 'Rotorua Borough Hill with minor amendments only. The Council adjourned at 5.30 p.m.

THE HOUSE. The House met nt 2.30 p.m. In the House, AH' Savage asked leave to introduce a Motherhood Endowment Hill, the dehate on which was interrupted by .a motion that Mr McCombs had committed a breach of privilege of the House by misleading the Speaker and an officer of the House in connection with a memorandum attached to his Proportional Representation and Country Quota Bill. After a debate which lasted all the afternoon and evening, the House decided by 44 to 21 that a breach had been committed. ~ Tlie House rose at 10.30 p.m.

REPLIES TO QUESTIONS. The miitter of giving lighthctusekeepers an opportunity to vote at Par-i liamentary elections would be considered when amendments to the Legislature Act was being considered. That it is not considered desirable to' give railway employees a share in the management of the railways, the conditions in New Zenland being quite different from those in England. That it is not proposed to make any reduction in the charges at railway dining and refreshment rooms at tho present time. That the Government will consider, during the recess, the question of having a fitting statue of the late John 1 Balance erected in Parliament grounds. That there is not at present any prospect of a variation in the existing mail services with the United Kingdom.
