Government is convinced that once the revolt in ths part of the country is crushed, the foundations of a true Democratic Government will be laid. The impairment in the morals of the Republicans elsewhere is indicated by the fact that since the commencement of the fighting, the nationals took prisoner nearly two thousand Irregulars with a small loss of life.
