CONFERENCE FAILS. HAGUE, July 12
It is officially stated there will be no use in continuing the conference on the basis laid down by Litvinoff today. REPARATIONS views. this day at 10.15 a.in.) PARIS, July 12. Divergence of views lias arisen among members of the Reparations Commission regarding whether a moratorium should be granted to Germany. The proposed international loan is regarded ns a means of improving the mark. The “Petit Parisien” states probably the French will favour this suggestion if means are found for preparing for a reduction in French debt to America and Britain. The “Petit. Journal” says Bradbury’s moratorium proposal tends to the postponement of the execution of the Wiesbaden agreement, and deprives France of reparations until 1925. Belgian and Italian delegates supported the British suggestion with reservations. The French Government is conscious of Britain’s pressure, but the only question for us is what definite proposals have we to expect from Lloyd George in connection- with safeguarding our interests. France won’t accept a moratorium unless it is accompanied bv measures showing how wo will be paid.

With Sir Lloyd Graeme’s announcement that no useful purpose would li ■ served by continuing negotiations with the Russians the Conference lias reached a deadlock. It is impossible to curry on the discussion as the Russians replying to all questions regarding restitution and compensation- to the owners of private property said—Give us credits first to restore Russia.
