FOOTBALL RULES. (Received this day at 9.d0 a.in.) LONDON, .'June 20. Tlie Northern Football League rejected a proposal fiv Oldham anil Wigan to delete the standing order which necessitates a residential qualification for two years for colonials desirous of playing in English Clubs. The Council strongly opposed the deletion on the ground that the unsportsmanlike would take players from a friendly Association like New South Woles.
