WELLINGTON. May 31. A Dominion Conference of Rugby Referees is Doing held here. The President was asked: “Can the hall lie taken out of the hack row ol the serum i” The President said that picking from the .serum, namely, taking the ball out with tlie band, was illegal, but it was quite in order for Hie half-back to use his foot in taking the lmll from the scrum.

Mr .M of lit (Wellington) moved in connection with the knock-nil rule, that was deleted from the N.Z.R.U. handhook in 1921, that it he restored, namely: If a player knock on the hall, but recovers it before it reaches the ground, that the game he allowed to proceed. The President said tiiis interpretation had been taken out ol the hook last year on account of the visit, oi the South Africans. The motion was carried.

The executive gave several rulings concerning the amended kicking into touch rule. Approval was given lo the interpretation that, in the event of a player taking a mark three yards outside iiis own twenty-live yards line, and retiring hack in liis own twentylive to take the kick, and the ball dropping out on the lull, a line-out should lie ordered opposite to where the mark was taken. The decision was discussed, that in tiie event of a player receiving the hall outside his twenty-five, and dolibera l - - lv running hack behind it to kick direct into touch, a line-out should lie where the player received tiie ball. This decision was not confirmed. The conference confirmed the executive rulings in the following eases:

If a player, in midfield, makes a kick and the ball flitches into touch in bis own twenty-live, the advantage rule is to apply aml a line-out is to In- ordered where tho ball goes into touch.

The new rule is not to apply to the kick-off.

If a plaver kicks the hall direct into touch, and in its flight it touches an opponent, a line-out is to lie called where the ball goes into touch. In tiie interpretation of the new rule, (lie touch judge only should indicate where the hall goes into touch, and the referee is to decide whether the ball landed in the field or ill touch. 11 in doubt, the referee is to consult the touch judge.
