The Government has decided to utilise the brains of heads of branches who. with the General Manager, will comprise a board, and an agent is to be appointed for each island of the Dominion to look for business and get in touch with the people. These arrangements are on right lines, so lar as they go. Mr Massey is at last alive to the fact that the railways under his administration have gone from had to worse and he has determined to make some effort to recover.—''‘Lyttelton Times.”
