oeoRev. D. C. Bates, Government Meteorologist announced the following forecast at noon to-day: The indications ar e for freshening northerly winds strong to gale and veering by north to west. The woathe r appears likely to be cloudy and unsettled. Heavy rain is to be expected with rivers rising shortly. Barometer falling, sens moderate, tides good.
