NEW YORK, March 28. The U.S.A. Senate has turned its attention to the Naval Limitation Treaty. Senator Reed contended this Treaty would leave the United States helpless before the British Navy, basing v Ms conclusions on expert opinion and. am.. pert compilations. . Senator Lodge, in replying, declared this Treaty was made by delegate? to the Arms Conference, but not by technical naval experts, so that while as a treaty it may not entirely suit' the naval experts it does represent fbq Government.
