SOUTH AFRICAN LABOE. - CHAMBER OF MINES ULTIMATUM iUSTRAJ.IAi* AND N.Z. CABLE ASSOCIATION. CAPETOWN, March 27 At the annual meeting of the Chamber of Mines, Johannesburg, Mr Buckle (chairman), said the system of shaft stewards, who interfered with the work of the employees under mining discipline had become a veritable nuisance and no longer would be tolerated. He laid down conditions on which the Chamber would recognise Trade Unions in the future as folkgpi: The Union must contain a substantial proportion of the particular class of mine employees it purports to reprerent. Workmen’s unions are not to be. recognised, and officials of the latter must not he members of the Workmen’s Unions. A Union to be properly recognised must make proper provision for a secret ballot before declaring a strike. Tbe Chamber will not recognise a union whose members refuse to work with non-members or which countenances a strike in order to force employees to join it. Other clau&s cover a refusal to recognise persons who have been associated with the augumented executive, which was connected with the recent strike, or Council of Action, as representatives of any union whatever, ' and the refusal td recognise any political institution claiming the trade rltlioit. The chairman added that as time might be necessary for alterations to the Trade Union constitutions, especially as regards a secret ballot, the Chamber is prepared to meet accredited representatives meantime, without insisting on prior acceptance of the clause.
