Received This Day at 11.30.a.m.) CAPETOWN, Feb. 16. The Industrial situation is somewhat bright. The decision of the underground officials to resume, is regarded as a. \serious blow to the Labor Federation. The numbers of men who are returning are increasing, and several mines have resumed milling, though the operations are naturally restricted. A mass meeting of eight thousand miners, reteolutioned to stand firm m the fight for a White South Africa.
