Court states that in preparing the award it had endeavoured to adhere to the spirit of the general conditions of the national agreement of 1920. ill so far as they applied to northern Industrial District. The rates of pay had been fixed as nearly as possible on the basis of 1911 rates, plus fifty per c cnt to piece workers and sixty per cent to time workers. This was the intention of the national agreement.
