Candid Criticism. The “New Zealand Herald,” whose outspoken and sound criticism of the Government is almost a sensation in the circle of Reform politics has been unkind enough to be truthful about Mr Massey’s'previous housing scheme and his Housing Department. This Department, says the “Herald,” has “failed dismally,” it is an “expensive luxury.” and it ought to be abolished
