In the absence of definite and understandable details concerning the stalling of .the rank and file of tho railway service it is not easily ascertainhle what part of the large increase in the wages bill is due to increased staffing, and what part to higher wages. But the general impression to he gained from a perusal of the latest Estimates is that the administrative division, at any iq acquiring a larger staff and higher pay at a time when railway t-raffix is declining and railway services are being cut down. -“Lyttelton Times.”
