Dr Wirth maintains that lie did his utmost to fulfil the Treaty obligations. It mi.dit have been expected that the occupation of the Ruhr district would have ceased just as a solution of the Silesian question had been found. Instead of that, not only extensive tracts of Upper Silesia, but flourishing German towns, great portions of the mineral wealth, and four-fifths of the factories besides a large section of German population were to bo torn from the German homeland. Dr Wirth said he was convinced that tho possibilities of fulfilment of Germany’s obligations had been materially reduced tiy the decision. A new situation hod arisen, and he had therefore resigned. PARIS, Oct. 23. It is announced that Dr Joseph Wirth has agreed to reconstruct his Cabinet on the same basis as at present. BERLIN, Oct. 23. The Majority Socialists express the opinion that Dr Joseph Wirth should he asked to re-form the Cabinet, and that concessions be made to enable hint to work with the Industrialist Party: also that the new Government should continue is present policy in regard to the Treaty obligations. ,
