THE IRISH PROBLEM.
AUSTRALIAN AND N.Z. CABLE ASSOCIATION. MILITARY CHARGE OF BELFAST. (Received This Day at 12.25 p.m.) ■LONDON, September 27. Colonel Carter Campbell, has been appointed military governor of Ballast, in supreme charge of the soldiery and constabulary. Orders have been issued for the immediate mobilisation of all grades of special police. The Northern Government -are organising a civic committee to work in conjunct ion with the police and military in the various storm centres. Col. Campbell has issued a proclamation prohibiting the assembly of three or four persons in the riot area. Extra troops drafted are occupying buildings in a ring round the disturbed zone.
