HOKITIKA BOROUGH COUNCIL.
FRIDAY, SEPT 23rd. The Council met at 7.30 p.m. Present—Messrs H. M. Coulson (Deputy Mayor, in the chair), Mood, King, Blank, Pnrkliill, Uovd, McGregor and Pilkingtnn. Apologies were made for absent members. The minutes were read and confirmed and outward correspondence approved. 1 XM’ARI) CORKKSPONDUNCE. From Westland Progress League, asking for donation (deferred from last meeting).—Received. Mr McGregor moved that Co os he voted.—Seconded by Mr Wood and carried. From A. J. Ixive, Christchurch, asking for particulars of land - for landing grounds for aeroplanes.— Received ; information to lie supplied, Sea View hill, golf links, and race course being mentioned ns suitable. FiOm West Coast Caledonian Society, asking for use of Cass -Square and pavilion on New Years Day for annual sports. —Received and agreed to. From Westland Hospital Board, thanking Council for support given to agitation for increased subsidy. Received.
From Same, drawing attention to limit of overdraft at .124D0 and asking for prompt payment of levies.—Received.
From Westland Gold Prospecting Syndicate, asking for skid frontage to railway in Fitz.herbert .Street, not granted to Diggers’ Sawmill Coy. -Receive cl. From A. O’Halloran. applying for water connection to residence,' Park Street, and asking for road crossing to the residence.—Received; referred to Public M'orks Committee to attend to. From Department r c Health, torwarding regulations under public Health Act.—Received, j From Same, referring to the influenza epidemic and stating there was no necessity for any alarm. —Received. ; From R.'C. Renton and others, asking for completion of the Rolleston Street **t>adwav. —Received. From D. J.' Evans, in connection : with necessity of renovating swimming baths, suggesting a conference at the baths (ill Monday afternoon to discuss suggestions for the putting in order of tlieliatlis in readiness for the coming season.—Received. At Mr M'ood’s request, Mr Panckhurst’s report of last vein- was read. Mr Coulson said it was j regrettable that the •baths were in this present unsatisfactory condition. Mr Blank suggested handing over the baths to these enthusiasts at a peppercorn rental. Mr McGregor moved that Messrs Coulson, Wood and Lloyd meet Messrs Evans, Lawn, Langford and Stevenson, as suggested’ in the letter, and report at next meeting.—Seconded bv Mr Blank and carried. I From A. H. Boyd, drawing attention to tbe wanton injure done to tbe flower beds at the Pioneers Monument: also asking for an improved mower for Mat-undrew- Square.—Received. Mr McGregor said it was a standing disgrace that there was so much interfeicuce bv hoodlums and moved that urgent steps be taken to prevent further vandalism. Mr King supported and suggested a reward for conviction ot the offenders lx* offered. Mr Pilking-
ton said lie felt it would be necessary to go further and take the seats away atjtl enclose the whole of the square in a fence, much as lie regretted such a step being taken. Mr Lloyd thought it was advistble to fence in the monument, as the only way to prevent further damage. Mr ~ Coulson also expressed his extreme regret at the action of these vandals who failed to show that respect to those to whose memory the monument was erected. After further discussion Mr Mc-
Gregor moved that the fence he repaired and that a reward of to he offered for conviction of persons damaging the enclosure and that' the attention of the police be again drawn to the damage done. —Seconded by Mr Blank and carried. It was resolved tbe Reserves Committee enquire and report to next meeting.
. REPORTS. The Finance Committee having enquired into the request of the Diggers Sawmill Coy. for skid space in Fitzherbert Street, and found they had no power to grant the request and recoin- • mended they he informed accordingly. —Received and adopted. This report covered the request made by the Westland Gold prospecting syndicate. The Treasurer reported receipts £ll lls 9d, payments £24 11s, debit balance £7lO Os Od.—Received. Air Blank moved —That the Council proceed with the formation of the unfinished portion of Rolleston Street, between Hampden and Stafford Streets. Mr Blank said lie took this action up I localise the putting in of posts in the roadway without the sanction of the Council was not warranted. He objected to one member of the Council 'taking] on himself the authority of putting in the posts which were a positive danger and in the event of an accident the Council would lie liable. Mr King seconded the motion, as he <• felt the work was a necessary otic. Mr Hovd supported the motion, as „ |.o felt the work was a necessary one. In connection with Mr Blank’s complaint the Public Works Committee visited the site and agreed to posts being put in there. 1 . Mr McGregor did not think the time was opportune to spend £7O to £IOO on the work suggested. He was opposed to expenditure on this work till their other roads and footpaths were attended to. , .. Mr C'oulson said he considered iwus unwise on the part of the Public Works Committee to put in the posts as they caused a danger, without public notification being made. Mr Pilkington said he was in favor of slip panels being put in, instead ot the posts. He moved an amendmentthat the work scheduled he included in the works for proposed loan. The amendment was put and carried and becoming the substantive motion was agreed to. Mr I .lord moved that the necessary notice be‘given that the west side of Rolleston Street, tor a width 0 I be closed to vehicular traffic.—Second--1 ed bv Mr Blank and carried. Mt- McGregor drew attention to the Inditing of fhe Town Clock and the i general dilapidation of the memonul. He moved that the matter be referred to the Public Works Committee with power to net. —Seconded by Mr Mood , and carried. ' The Abattoir Committee recommended that the Overseer lay off the necessary drains at the ceived and referred to the Public Works Committee to attend to. The Council rose at 9 P-m-
