Reports state the Austro-Hungarian crisis is rendered worse by Austria withdrawing all gendarmerie from Burgenland, and as she is forbidden to send troops, Austria, now declines to attempt to cope with the well-armed Hungarian insurgents who have spread over the old Austrian frontier as far as Kirchsehlag. In addition the posi- | lion is complicated owing to the Magyai'Vi still officially holding the capital province until Austria pays certain alleged liabilities. 'Militarist leaders have established themselves there, and are defying both Allies and Austria. Vienna, report* express scepticism regarding the Hungarian Govornm OBt protestations that it is unable to control tin- niiltarist leaders. The Austrian Government regards the position as one calling for prompt Allied action, as it is feared the 'militarist successes will give a great impetus to til© movement for reinstatement of the exlinperor Karl.

The newspapers attribute tlie turnover of votes to tlie economic distress, for which government have been made ' scapegoat. The Cape Times declares the electors will be puzzled to say what they hope to gain bv the decision, since neither of the successful laborites offered a practical alternative to the Government policy.
