NERVOUS GERMANS. LONDON, Aug. 30 The “Daily Telegraph’s” Berlin correspondent says all Germany lias got an attack of nerves. Cabinet probably has been infected, hut Sunday’s proceedings at Potsdam seem to prove the dangers have been exaggerated.
