German-American Treaty
SOAIK PARTICULARS. U'SHtAUAN AN'I) N'.Z. CAHI.E ASSOCIATION. (Received This Day at 8 a.in.) WASHINGTON, Aug. !><! Tl ll* text of the Germau-Amorican Treaty is published. Article one provides that United States shall have the rights and ad\ant a .yes specified in the American peace resolution including those stipulated for the benefit of United States in tin Treaty of Versailles. Article two defines the obligations of Germany, respecting certain provisions of the Versailles Treaty. United States preserves to itself the rights under section one, part one, of the Treaty o' Versailles, and parts live, six, eight, 'line, ten, eleven, fourteen, fifteen, of the Germun-American Treaty further provides that United States shall not • e hound by the Versailles provisions relating to the League of Nations, and doer not assume obligations under parts two and three, section two to eight inclusive, of part four and part thirteen of the Versailles Treaty. The German-Ameriean Treaty conserves to United States the rights under the armistice of its retention of German property in America and assures American nationals the most favoured nation treatment. United States is entitled to participate in the Reparations and other commissions if it so desires, and it is agreed that diplomatic relations shall be resumed upon the exchange of ratifications and then negotiations can be undertaken respecting commerce or other matters through the ordinary diplomatic channels. The Treaty cannot be ratified until after 21st Septefbor, when both Senate and Reichstag will reconvene. It i; believed a vigorous and probably delaying opposition will develope in the Senate, Democrats being able to muster considerable Republican support in a lengthy fillibustcr. It is felt, however, that the forces supporting the Adminis-J tration will be finally successful in j obtaining a two-thirds majority for > ratification.
