GERMAN CABLES. BERLIN. July 17. The “Lokal Anzeiger” states 'Gorman postal authorities are negotiating with McKay Company in regard to laying a direct cable between Germany and United States. The Western Union and commercial cable companies are tequesting similar concessions. Negotiations are also proceeding with two American companies with a view to the establishment of an American wireless station in Germany.

AIR SERVICE ENQUIRY. LONDON, July 17 The Conference appointed a committee to investigate the cost of operating an airship service with the existing British airships, between England. Tndia, Africa, Australia and New Zealand, including the erection of masts, providing liases for fuel supplies, and also the cost of aeroplane services to Paris.
BRIAND’S FEARS. PARIS, July 17. AI. Brin ml opposes the suggested early meeting of the Supreme Council to deal with Upper Silesia. He points out that there are German military hands in the plebiscite area and the vicinity ready to oppose any decision of the Allies which does not give Germany complete satisfaction. Therefore it is necessary to postpone the meeting of the Supreme Council until Allied reinforcements are adequate to carry ont the Council decisions.
