The British Postmaster-General announces that the postcard rates will be raised from one jienny to three halfpence. The minimum rato for printed papers is going up from a half-penny to a penny. Foreign letters go up from twopence halfpenny to threepence. The delivery of letters on Sunday is being discontinued. These rates are due to the present heavy losses on the postal services. NEED OF DISARMING GERMANS LONDON, May 24. The Paris correspondent of the London “Morning Rost” states that in France the entry of 30,000 German troops into Silesia is held to justify all the French arguments in favour of the complete disarmament of the Germans. The papers say that the four British battalions there are useless. They say the reinforcement of the Allied army in Silesia should bo fourfold. France wants to know if she is again to bo called upon to enforce the Peace Treaty and incur all the odium and all the expenditure ,while the rest of the Allies loolc on and criticise. AMSTERDAM INTERNATTONAL. AMSTERDAM, May 24. The Conference of the International Federation of Trades Unions hero is dispatching a commission to Silesia to study the economic side of the situation. The German and Polish Trade Unions are urging their nations to cease. The representatives of the International Federation are also proceeding to North and South America, Tndia, Janan, and Australia for propaganda work.
