Events is Upper Silesia have taken a serious turn owing to dissatisfaction among the insurgents, due to the shortage of food and money. There is > strong tendency to break away fro’ the National movement in the direction of Bolshevism. The food situation is partly attributable to the German Government with-hcl ling supplies. FRENCH NOTE TO BRITAIN. LONDON, May 21. The British Foreign Office has reached a Note from Premier Briand, of France, cordially agreeing to a meetiwg of the Supreme Council at Boulogne without any but saying that an agreement on the Silesian problem must he reached lief ore the Conference, which must not beheld before the end of next week. There is no prospect of M. Brian*’ and Mr Llovd George meeting prior to the Conference.
