Chamberlain replying to Mr Asquith in the House of Commons said the plans for the occupation of Ruhr t had been agreed upon; also certain naval measures were being studied, in the event of military measures proving insufficient.

The reply to Germany, declining the reparations offer, consists only of three , sentences, totalling less than a hundred ; words. A feature of the message rests s in the last sentence reading “United ] States therefore again expressing an < earnest desire for a. prompt settlement 1 of this vital question, strongly urges | the German Government to immediate- < ly make, directly to the Allies, clear, definite, adequate proposals which would in all respects' meet its just obligation. The second sentence reads United States finds itself unable to reach a conclusion that proposals afford a basis for discussion acceptable to the Allies, and states these proposals cannot be entertained. TERMS FOR GERMANY. SIX DAYS TO ANSWER. (Received This Day at 1.5. ii.m.l LONDON, May 2. A proctocol to Germany is being drafted by the Reparations Commission which has been summoned to London and arrives to-morrow. It will rest with the Commission to transmit the proctocol to Germany, which must bo sent not later than 6th May. The Germans will have a. further six days in which to accept or reject. To the Reparations Bill has to be added 150 millions sterling on account of the Belgian debt. Germany therefore will be required to issue 6750 millions worth of bonds. Six hundred millions must bo issued forthwith and a further 1900 millions in November, and the balance as the Germans nrp able to pay.
