The Treaty has been signed by Honduras, Salvador, and Guatemala, while Costa Rica and Nicargiia have not signed. The treaty is effective for the three first named. HOWLERS ON TOUR. Messrs Devlin and de Valera have ratified the agreement whereby the Republicans and Nationalists will cooperate in the elections-in the north-i-ast of Ireland, each party putting forward anti-partition candidates, who accept, the principle of, self-determination, and pledge themselves to abstain from the northern Parliament. Voters 'will be asked to give their preferences to candidates of Llie other party to the agreement.
