AMERICA CUTS LOOSE.
VERSAILLES TREATY TURNED DOWN. WASHINGTON, April 4 M. Stephen Luzanne, a member of tlie Viviani French delegation to America has sent a cable to “Le Matin,” of which he is editor, to the effect that Hie United States will ratify neither the Versailles Treaty nor the League of Nations Covenant, and that the United States Senate will adopt the Knox Re solution for a separate peace with Germany. M. Viviani, it is stated, now seems to consider the Knox Resolution in a different light, since he considers it will express sympathy with the Allies’ attitude towards Germany, of a promise that America will intervent in i |,e event of the peace of Europe being again threatened. However, some opposition amdngsfc the Senators is now developing towards the Knox Resolution. There is the feeling that it may be held up by the Foreign Relations Committee, until the whole reparations question is settled.
