There is a definite hope that the appointment implies a change in the Government attitude, and a Dope also that the menace or an Irish general election will be averted. If the first step towards peace is taken to-morrow by either side, it would realise influences which would stop civil war. If Talbot’s appointment means a truce it everything; if no truce, it means nothing.
