SILESIA’S FATE

LONDON, March 21
The “Daily News” Katlowitz correspondent states that the results of the plebiscite in Upper Silesia are expected to-day. But he points out that this will not settle the fate of the province, as the final decison remains with the Supreme Allied Council. Both sides, he adds are confident of victory. The Germans predict a majority for Germany in all the 17 areas. Ihe Polish leaders anticipate a triumph in 13 areas, including the great industrial area, which constitutes the Silesia s Lancashire and the West Riding. It is estimated '250 special 'trains brought 180.000 out-voters of whom 143,000 are pro-Germans. The Polish canvassers rely chiefly on the burden of Germany’s indem-
nities. . p The Germans have emphasised Poland’s financial chaos and military con-
scription. . Both sides complain of terrorisn . They accuse each other of the responsibility for the activities of marauding hands. There are unconfirmed reports of an armed clash with the British troops by Silesians.
