It is felt the Note reply was well drafted, in excellent tone. They believe there would be a note of impropriety in United States sending representatives to discuss mandate problems with the Council, at the hitter’s invitation, since the tact cannot he ignored that the League exists and is performing its function. The Harding Administration will, however, be* compelled to decide this matter.
