- WAR TIME AGREEMENT (Received This Day at 9.45 a.m.) LONDON, Feb. 11. C'ohvay’s committee on the railway war time agreement shows as time went on the agreement was amended in the direction of bettering the Compan's bargain resulting in almost complete f absence of reciprocity. It is believed the companie’s claims now about 150 millions, including arrears of ninety millions for maintenance, forty millions for abnormal wear and tear. The control of the railways continued unjustifiably long. The committee considers that while it is impracticable to hold companies to strict terms, it recommends the disallowance of the maintenance charges above 1913 quatum. The companies should be compelled Ho use previous payments to ovdr- I take the deferred before further payments are made.
