SOVIET CONGRESS. BY TELEGRAPH'—PRESS ASSN., COPI'RIGHT. AUSTRALIAN AND N.Z. CABLE ASSOCIATION. LONDON, Jan. 4. The Soviet Congress at Moscow rebuffed the military party by endorsing Lenin’s peace and economic policy. The Commissaire Council has ordered the arrest of a number of Bolshevik leaders belonging to the Bukuharis group, who have been opposing the present Soviet policy. The Executive of the Committee at Moscow has ordered that Maxim Gorky be closely watched. It is rumoured that be is attempting to leave Russia. JAPANESE INTRIGUES. LONDON, Jan. 4.
A Moscow wireless states that despite Japanese military intrigues, Vln'divistock has recognised the Far East Russian Government, and the Japanese are now eoqueting with the Cossacks of the Ussuri Province, hoping thereby to secure a barrier against the Government.
