The Indian Government has declared volunteer hands organised in connection with the non-eoperation campain on ouasi-military lines, unlawful, because it interfered with the holding of a public meeting with attendance at schools and colleges and with the freedom of voters, and were also employed in attempts to secure a social boycott of those who declined to accept the promoters political views. Innocent people who joined under ,the impression that the bands were organised for legitimate social service, are warned to disassociate themselves therefrom.

The bomb which was thrown in the Senate also seriously wounded the Minister of Justice, who is not expected to live. The President of the Senate was slightly wounded. Three other persons were mortally wounded. The outrage was the work of an isolated anarchist. TRAIN COLLISION. (Received This Dav at 11.30 a.m.) PARIS, Dec .12. A' goods train leaving Armentiers this morning ran into a side passenger train. Ten were killed and twenty injured. The damage done to railways and plant was considerable.
