AMERICAN WHEAT SLUMP. WASHINGTON, Dec 1
A Bill providing for a tariff of , 34 cents per bushel on wheat, will be introduced in the .U.S. House of Representatives by Kansas. This is a preventative measure ,and is designed to restrict the importation of Canadian wheat, in th© hope that the present price decline will bo checked.

It is stated that any proposal to «ettle tho Japanese questions by means of a treaty will encounter opposition ii the Senate. It is understood that the Foreign Relations Committee will assume this attitude on the ground tb&t emigration and the rights of Japanese in the United States are not proper subjects' for a treaty, or that the United States should make concessions to Japanese as long as Japan holds the Marshall and Ladrone Islands, and the treaty will prove no more effective than a gentlemen’s agreement.
