From Westland .branch, Canterbury (Progress League invitirtg Council to send’Representatives to a private' meeting oh December Ist’ to' informally discuss 'the' Grey Harbor Board. Bill and to arrange a course of action.— Received; Mr Breeze moved that the invitation he accepted and that the Mayor, Messrs Coulson, find the mover represent the' Council at t|ie conference. ‘ The Mayor said he thought that the action of the Progress League was out of’ place. It should be tjie Borough and County Councils who should issue the invitation to such a meeting. He did not see'any reason why tlie Progress League should take charge. Tlie Borough Council represented tlie ratepayers,' not the League. Jle thought that tljje’ Progress League was presuming bn the position in an unwarrantable manner In taking the steps they had done to invite the Council to a conference, as it should be the Council to issue the invitation if necessary.
Mr freeze took exception to the strictures of the Mayor, and said if there was anyone to blame it was him, because when the matter bad been discussed at the Progress League meeting be had urged that action be taken. Ho said perhaps it was the Council’s place to move first, hut they bad done nothing as usual, and therefore the Progress League had moved. If they had not done so it would perhaps he too late. The matter was of great importance to the district. They were already paying one harbor rate and they did not' want to bo saddled with another.
Mr Wood asked if the Mayor objected to the Council co-operating with the progress' League, would it not he advisable to confer with the County Council.
AH’ Coulson said lie did not see eye to eye with the Mayor in his attitude.' He seconded and supported the motion. He thought the Progress League were taking up a wise stand in taking the matter ’.up as they had done, because tlie position would need to lie very strongly put before the proposed, commission if they wished to escape inclusion in the scope of the measure. The Mayor said the Progress League was not qualified, officially or otherwise to take lip the position they were doing. That was a matter for the Council to move in. He was not opposed to the proposed conference but lie thought that the wrong procedure was .being
taken, by Hie League inviting the Council to a conference whereas the Council should be the ones to do so.
Some further discussion took place as to the constitution of the Committee. Messrs Wood, McGregor and Blank declining to act thereon and ultimately the three mentioned in the motion, with Mi’ King were appointed the motion being agreed to.

From J. Maunder (Ooverseer) applying for sick leave to date from Ist. December. —'Received; Mr Blank moved the request be granted for three months. Seconded by Mr Wood and carried
The Public Works Chairman r.nd Town Clerk were authorised to make
necessary arrangements. From Treasurer reporting receipts, £253 17s 3d, payments £194 15s 9d. debit balance £577 11s 10d.—Received From Borough Inspector, report on inspection of the town and action taken. —Received.
The Public Works Committee were authorised for arrange for the usual Christmas c lean-up.
In reply to an enquiry it was stated that the cost of erecting a building with coppers in € : ass Square would be £7O, and it had been decided to hold over the expenditure this year. M' Warren protested at the delay and urged the work be carried out. “No action was taken and the Council adjourned at 8.20 p.m.
