A Moscow wireless reports the Supreme economic Soviet has issued a decree permitting foreign capitalists to work Russia’s natural riches with the right to. export portion of the prodifctq. Government promises capitalists that investments in their, undertakings should not be nationalised, confiscated or requisitioned. They may engage workers in Soviet Russia in accordance with existing Labour laws.

Tim Soviet suspended peace negotiations with Poland on the grounds that the Poles havo riot withdrawn their troops to the Pripet demarcation line. Soviet representatives at.Kovno informed Lithuania that Bolsheviks will be obliged to reoccupy Vilna.
