PRINCE ARTHUR. (Received This Day at 9.45 a.‘m.) CAPETOWN, Not. 17. The Prince and Princess Arthur with Earl McDuff have arrived and were enthusiastically welcomed. COLONEL SHOT DEAD. (Received'This Day at 9.45 a.m.) DELHI, Nov. 17. Colonel Foulks of the Indian Medical Service, serving with Kahat Brigade, was shot dead by tribesmen in a bungalow on the 15th. His wife was badly wounded, but was subsequently released. EMPIRE UNIVERSITIES. (Received This Day at 9.45 a.m.) LONDON, Nov 17. The second congress of the Universities of the Empire will be held in July 1821. The Oxford University invites all members of the congress to be its guests from the sth to th e Bth July. FREE PASSAGE SCHEME. (Received This Day at 10.49 a.m.) LONDON, Nov. 16. The free passage scheme for overseas ex-service men and women is extended till the end of 1621. QUEENSLAND TRAMWAYS. (Received This Day at 10.40 a.m.) LONDON, Nov. 16. The Queensland Electric Tramways Company have circularised debenture stockholders to the effect that as the Queensland Government has not yet exercised its rights of purchase, the Company is compelled to ask stockholders to postpone the reduction of debentures for three years, and rceeiving in the meantime 8 per cent, interest with a premium of two per cent, if the stock is redeemed within 3 years. ( APPEAL DISMISSED. (Received This Day at 10.40 a.m.) LONDON, November 17. Barrie's appeal cabled 28th. was dismissed. The Court of Criminal Appeal held the sentence was by no means excessive. JAPANESE CENSUS. (Received This Day at 11.30 a.m.) TOKIO, November 16. The census report of Japan for 1919 shows 1,513,000 deaths, an increase of 298,000 over the preceding year. Births totalled 1,823,000 a; decrease of 18,0)0. The increased cost of living decreased marriages and influenza epidemic is credited with causing changes. POLAND AND LITHUANIA.
