(Reuter’s -Telegrams.) INDIAN AFFAIRS. DELHI, Nov. 6. The Government of India have issued a definition of their attitude towards Gandhi’s non-co-operation movement. They declare it is non-constitutional, as its object is a paralysis and subversion of the existing administration. They refrained from taking action, firstly, because of their reluctance or interfere with the liberty of speech, and the newspapers, at a time when India was on the eve of a great advance towards the realisation of responsible Government; secondly, because of their reluctance to make martyrs of individeals, some of whom may be hon-est-in their convictions; thirdly, because they trust that the oommonsense of India will reject the suggested non-co-operation ns visionary and chimerical, leading only to chaos and loss of benefits attained by years of orderly conduct. The manifesto refers to the | fact that the movement failed, so far as the educated classes were concerned, but the non-co-operators are now appeal ing to the immature students of illiterate masses. It adds a warning that a continuance of the Government’s present policy of non-interference depends upon the success of moderate citizens in keeping the non-co-operation Government within reasonable bounds.
