DOG-MADNESS OUTBREAK. LONDON, Aug. 18. Owing to an outbreak of dog-madness at Wilton, near Salisbury, a muzzling order has been issued to cover the area bounded roughly by Bournemouth in the south, Winchester in the east, Wroughton in the north, and Maiden Bradley in the west. It vB come into force next Monday, No dog can be moved from this area except by licence of the Ministry of Agriculture. For the present the boroughs of Winchester, Southampton, Leamington, Christchurch, Bournemouth, Poole, and other near-by watering places are not included in the area. FRENCH BABIES’ FATE. PARIS, Aug. 18. Startling figures in regard to the infantile moriSTity of France have just been published. Of every thousand children under the age of one year, 251 die at Rouen, 294 at Lille, 342 at Dunkirk, 414 at Mars-en-Bazoeuf, 507 at Halluin, 509 at St. Pol. In Paris half the children die before they were aware of their existence. The cause of the heavy mortality in Paris is attributed to lack of maternity hos- j pilals and child-welfare institutions.
