'aDSTHALTAN A N.Z. OABI.K ISSOCIATIOnI JAPS AND AMERICA. (Received This Day at 9.45 a.m.) Washington,; Nov. 4. It is learned from a high authority that the State Department anticipated the Californian decision on the anti-Jap-anese referendum and tentatively reached an agreement with the Japanese ambassador concerning the situation. It is understood they agreed to the enactment of a law prohibiting the immigration Japanese to United States and in return for this, Japanese in California will be accorded full civil property rights. It is believed the Japanese Government accepts such arrangement and a treaty covering the details will be drawn up and sent to the Senate. NEW YORK, November 3. A United Press message from Tokio states the news of the passage of California’s anti-Japanese legislation was received quietly throughout Japan.
