Reports from Riga state that owing to the commandeering of grain, peasants in fifteen provinces ore in rebellion. They have seized large numbers of Communists and sawed off the legs and arms. Tlie authorities retaliated by destroying the villages by gunfire. Moscow is feverishly excited owing to a proclamation urging the people to crush Soviet Rule. PRISONERS RELEASED. LONDON, November 4. Tfiel Russian trade delegation has received from Moscow a telegram announcing the ""British consul and all British prisoners were released on October 28th., and are being sent sent to Tiflis.
