The Counties Bill was committed'and passed with amendments including a new clause giving County Councils pow_ ei; to contribute to art approved 'war memorial erected by any other local body qr by public subscription. The Bill was passed. Sir F. Bell in moving the second reading of the Housing Bill intimated it would be neecssar yto amend the clause empowering a magistrate to increase the standard rent so as to allow a nett income of seyejv per cent on the capital value. The clause as it appealed in the Bi)! spoke of the capital value existing to-day, but it should have been tlio capital value op 3rd August 1914. The Bill was read a second- time on the voices, an.d on being committed was amended ip the direction indicated by Sir f’. Bell apd was read >’a third time am} passed. " Tjj t e Council pose at 5.8 fill 8 p.m. on Monday. THE HOUSE. •The House met at 2.30 p.m. The afternoon sitting was occupied bv purely formal business. In the evening the House was occupied with a debate on the Public Works Statement and Estimates, the discussion lasting till 3.45 a.m. The Estimates were then passed in ten minutes. The House rose at 4 a.m. till, 2.30 p.m to-day.
