WELLINGTON, Oct. 28.* The Legislative Council met at 2.30 p.m. The Lands Laws Amendment Bill was reported from the Land ‘Committee without amendment. The Mining Amendment and Coal Mines Amendment Bills were received from the House and read a second time pro forma, and referred to the Mines Committee. The Hospitals and Charitable Institutions Amendment Bill setting up a new district of South Otago, was read a third time on the voices and passed, after a. lengthy debate. The Council rose at 4.55 p.m. until 8 p.m., when Hon Samuel, in the unavoidable absence of Hon v 'Cameron, acted as Speaker. The Council further considered the Municipal Corporation Bill in committee. A clause giving power to prohibit the use of water for gardens during shortage, was strengthened.' Hon M. Cohen’s proposal that an extraordinary vacancy in the Council should he filled by the appointment of an unsuccessful candidate at the - previous election, with the most votes was lost on division. The Bill was reported with-amendments, read a third time ami passed. Sir F. Bell in moving the committal of the Health Bill, said the Bill was the result of consideration of matter following on the epidemic. The Bill, after -debate, was passed with minor amendments. The Death Duties Amendment Bill, and Statutes Drafting and Compilation Bill were put through committee, read a third time and passed. The Explosives and Dangerous Goods Amendment Bill was read a second time In committee, the definition of local authority was widened. The Bill was reported with amendments. The Countil rose at 11.15 p.m.
