WASHINGTON, October 3 President Wilson has issued his first campaign appeal direct to the people, urging the endorsement of the T eague of Nations, declaring that the. world will wait for the verdict in November as it would wait for an intimation regarding what its future was to be. The assertion that Article X would make it possible for other nations to lead'America into war he characterised as absolutely false. There was nothing in the Covenant which in the least interfered with or impaired the right of Congress to declare or not declare w r according to its own independent judgment as the Constitution provides. ‘‘Do you want,” he continues, “the country’s honour vindicated and the Treaty ratified and particularly to approve of the League as organised : nd empowered, and. to see the Unwed States play its responsible part tln-ein? You have been grossly misled in regard to the Treaty and the character of the League. I am amazed at the gross ignorance and impudent audacity whicl lias led its opponents to attempt t< invent an Americanism of their own fo which there is no foundation whatever in the authentic traditions of government. Americanism, as they see it, reverses the whole process of the Inst few tragic years.” Mr Wilson concludes that- aecordin to . the arguments of its opponents t' Treaty would substitute America foi Prussia, with its policy of isolation and defiant segregation.
