The Legislative Council met at 2.30 p.m. The debate on Dr Collins’ motion urging the initiation of a scheme for improving the welfare of people, encouragement of thrift and prevention and early detection of disease, was resumed by lion. Hon. McGregor’s Marriage Amendment Dill >vns read a second time pro forma and referred to the Statutes lievision Committee.

The Municipal Corporations Bill was read a second time pro forma and referred to the Local Government Committee. The Post and Telegraph Amendment Bill was committed. The committal of the Divorce and Matrimonial Causes Amendment Bill was moved by Hon. McGregor, who explained the purpose was to re-enaet a clause scratched out of the Bill of 1899, under which it was provided that disobedience of an order for restitution of conjugal rights might be regarded as desertion for the panoses of divorce. A further clause provided the Court may make a decree for dissolution of marriage where the parties were legally separated for not less than three years. The Bill was committed. The short title was passed and progress reported, leave being asked to sit again. The Council rose at 5.15 p.m.

THE HOUSE. The House met at 2.30 p.m. The House of Representatives agreed after debate to the amendment made by the Legislative.Council in the War Regulations Amendment Bill. Tiie Treaties of Peace Amendment Bill, providing for extension of Orders-in-Council in Samoa after 12 months, was read a second time on the motion of Hon. Lee. The debate continued until 12.25 when a division resulted in the motion being carried by 33 to 2. The House rose at 12.30 a.m.
