.The Shipping Board announces it has sold seven Government-owned vessels for 7,041,730 dpllars last week. The vessels four steel cargo vessels 37,598 tons and three tugs.

THE COMMERCIAL CQNGRESS. (Recpjved this day at 8 a.m.) OTTAWA, September 20. King George onb]ed the Congress of Chambers of Commerce at Toronto emphasising the importance of the gathering being not only conductive to the commercial interests bnt to the very unity of the Empire. The Congress decided to-day to create a permanent bureau for standardised information of all colonial methods for valuing imports and exports. Mr Sheldon expressed disapproval of the Imperial Shipping committee. The Congress resolutioned asking the British Government to afford the Dominions an opportunity to nominate three, representatives of shipping trading interests to serve on the the Imperial Committee.

HAITI AFFAIRS. (Received this day at 8 a.m.) WASHINGTON Sept. 20. Mr Colby has issued an explanatory statement regarding the United States action in stopping the Haiti Bresidpnt!s pay. He pointed out the United States ha« been administering Haiti due to the Republic’s inability to carry on its own affairs and maintain the financial responsibilty. Under the United States the administration has been thriving, bnt due to the President’s and other officials' policy—which is contrary to the United States effort to financially rehabilitate the Republic—it was thought expedient not to disburse their salaries.
