RED PERIL AVERTED
ITALIAN AGREEMENT. ROME, September 19. The* red peril in Italy is averted and the agreement which has been a signal victory for the workers has been reached owing to Signor Giolitti’s insistence upon the men’s claims. The .agreement provides for 60 to 80 per vent increase in wages for metallurgical workers joint control of. factories Between workers and, ' employers and evacuation of factories. , Signor Giolitti ha? issued a decree declaring that manufacturers have agreed to' dual control on the ground that the workers and employers and increase the output. Consequently a joint committee is being established composed of six manufactures and.six workers who will draw tip proposals which will be submitted to Parliament, as a bill to reorganise industries. The basis of labour s participation is in the technical and financial administrative control of industry. In the event of subsequent friction in any establishment, the agreement provides for the'appointment of a committee of two masters and two men to decide what steps are necessary. ' v
INVASION OE BOKHARA. (Received This Day at 1.5. P; m *) DELHI, September 20.
■Bolsheviks are now pouring troops into Central Asia extending their hold over Bokhara, and merchants are fleeing India' with their possessions. The Ami* of Bokhara, who escaped before the Bolsheviks arrived, is negotiating with the Amir of Afghanistan for help and will probably "seek refuge in Kabul. Documents which have fallen into the hands of the invaders show >he friendly sentiments ’ and promises of assistance from Afghanistan to Bokhara after the treaty with Britain had been concluded. The Bolsheviks are giving further assignee to Persian rebels. /
