MISSION TO BAGDAD DELHI, September 15.

Sir Percy Cox has left Bombay for ’Bagdad. His mission is a secret, but it is rumoured in miltary circles that the evacuation of Bagdad is ordered by February. It is also stated the military view is that order must be restored befor there is any great departure, in policy undertaken, as. it is now recognised that the administration is not appreciated. Hie fact is that the country is too primitive for an advanced Government.
