CLAIM FOR DAMAGES. WASHINGTON, August 24 The British Embassy has notified tiie State Department that the claim for damages will be made lyginst the United States Government, because of the refusal to surrender promptly to Britain eight ex-German ships, including the Imperator. The initial claim is for the actual loss incurved in maintaining the crews in New York, alwaiting the ships surrender by United States, Hie Shipping Board o held the vessels because Britain held pine tankers on the ground that they were captured in German ports. When the question became acute, Mr Wilson ordered the vessels to be turned over to England.
