He - extended a hearty welcome to the Duke ; of Connaught. Referring to reforms, ■ he congratulated the Couucil that the i electoral rules had- been sanctioned, ■ which would enable the reform scheme i to come into operation, sooner than was expected. Dealing with the trade position, he said the excess of imports over exports was causing concern, and Indian representatives at the Brussels Conference had been asked to consider arrangements possible to find an outlet for the balance of stocks which remain undisposed of; also the question of facilities for financing exports to European countries. He quoted figures showing the present position regarding metals and note issue was more satisfactory. Touching the question of emigration and the status of Indians in self-governing colonies and Dominions, he said negotiations were proceeding with the different dominions. Many outstanding points had been satisfactorily settled. Dealing with the Labour question he’ snid the local Governments were being consulted in connection with ft revision of factories and mine acts. Government advanced strong claims for inclusion among the eight leading industrial countries, entitled to seats on the governing body of the international labour office. Reviewing the military operations he said the campnigh against the Mahsuds was practically closed, but it had been decided that troops remain in occupation of central Waziristan.
