(Reuter’s Telegram.) RUSSO-POLISH AVAR. LONDON, July 15. A Warsaw communique indicates furter Polish, withdrawals iii the region of Vilna and Slutsk, 60 miles south pf Minsk. The Bolshevik journal “Pravada” declares that Soviet Russia will decline all proposals for peace from Poland, find will not lay down arms until a Bolshevik State has been established in Poland. BRTTTSH TRADE WITH RUSSIA LONDON, July 15. Ip the House of Commons Mr Boner Law submitted a memorandum shoving the conditions under which Government agree to negotiate for a resumption of trade relations with Russia. Each party shall undertake to refrain from official propaganda, the Soviet Government agreeing to refrain from military action or propaganda in Asia, which the British Government regards as a fundamental condition, preliminary to any trading agreement. The British proposal is tantamount to a general armistice. All the British civilians in Russia shall be released by tlie Soviet Government in return for a corresponding undertaking by Britain, who shall recognise the liability for compensation to private citizens for services rendered to the Soviet. Britain desired to leave the final determination or tb« claim to a future mutual settlement, but considers it necessary that the Soviet shall make a declaration on tins point in order to give tho necessary confidence to Western merchants and manufacturers. Britain agrees to the conditions proposed by the Soviet regarding commercial facilities, provided that they are mutual. Britain docs not intend debarring any Russian on this ground of his holding Communist opinions, provided that the Soviet agents comply with the normal conditions of International intercourse.
