A DEADLOCK. SPA, July 13.

A ROW AT SPA. LONDON, July 13. A series of minor incidents between * the Belgian and German delegates at Spa culminated in a midnight affray in a cafe. The band played the British National Anthem. ALLIED TERMS FOR SOVIET. PARIS, July 13, The newspaper, “Petit Parisien,” outlines the Allies’ terms for Russia. They include: —A Polish armistice, to include Poland’s renunciation of any aggressive policy and the reference gf all disputed questions (including Danzig and Tcschen) to the Allied Council; Poland to withdraw her troops to a fixed line passing southward of Przemysl; the Soviet armies ’be allowed to advance to within thirty miles of the Polish front; and furthermore, the Allies wholeheartedly support Poland if the Bolsheviks advance beyond this lino; the Peace Conference to be held in London; all the States on the border of Russia to be represented. The United States cannot officially concur, but America agrees to tlya Allies’ aetiop.
